feat: Allow testing and replaying even if the task queue is paused #2935

Is your feature request related to a problem? Please describe.
In production, sometime there is some critical problem which is preventing every single run completing successfully for specific task. in my case there was some third party api issue.
It would be helpful to have a way to pause the queue and keep trying the updates without worrying about the failed runs.

Option in the test/replay task option to override queue status.
