What changed? Why? I added rel="noopener noreferrer" to multiple external links in the Technical Guidelines documentation that open in a new tab (target="_blank"). This prevents potential reverse tabnabbing vulnerabilities and aligns with security best practices.
Notes to reviewers This is a standard security fix for external documentation links.
How has it been tested? Verified valid markdown syntax and confirmed that the links render correctly.
